Payment systems are rarely designed all at once. They accumulate — through regulation, competitive pressure, institutional bargaining, and technology that arrives before anyone has agreed what it is for. Reading a payment system therefore means reading a sequence of decisions, most of which were made for reasons that no longer apply.

The inherited architecture

The visible surface of a transaction — a tap, a tokenized credential, a confirmation screen — sits above several distinct layers: initiation, authorization, clearing, and settlement. Each layer has its own participants, its own economics, and its own tolerance for delay. Confusing them is the most common analytical error in this field.

Why institutional history matters

Where a central bank operated the interbank rail directly, instant payment schemes tended to arrive earlier and reach ubiquity faster. Where clearing was organized through bank-owned associations, coordination costs were higher and adoption curves flatter. Neither pattern reflects consumer preference; both reflect who held the authority to mandate participation.

Infrastructure is the record of an argument that has already been settled.

Methodology

This analysis draws on public scheme documentation, central bank publications, and comparative institutional history. Where evidence is incomplete, the argument is stated as a hypothesis rather than a finding.

Notes

  1. 1. Settlement finality definitions vary by jurisdiction and scheme rulebook.
  2. 2. Adoption is measured here as share of transactions, not share of value.
